India's All-Party Delegation Rallies Gulf Support for Zero-Tolerance Terror Policy
A high-level Indian parliamentary delegation led by BJP MP Baijayant ‘Jay’ Panda arrived in Kuwait on May 26 for a two-day visit, to convey India's zero-tolerance stance on terrorism and advancing counter-terror cooperation with key Gulf partners.
This marks the second stop of a four-nation diplomatic tour that follows the delegation’s earlier engagements in Bahrain. The visit is part of India’s post-Pahalgam terror diplomacy in response to the April 22 attack that left 26 civilians dead. India's calibrated military operation against terror infrastructure in Pakistan and Pakistan-occupied Kashmir has drawn wide international attention.

During discussions with Deputy Prime Minister and Minister of State for Cabinet Affairs H.E. Sherida Abdullah Saad Al-Maousherji, the Indian delegation outlined the deliberate and proportionate nature of Operation Sindoor, and emphasised that peace in Jammu and Kashmir must be protected from externally supported terror elements.
Notably, Kuwait was among the first regional nations to condemn the Pahalgam terror attack. The Amir, Crown Prince, and Prime Minister of Kuwait conveyed condolences to India’s leadership, and Kuwaiti Foreign Minister Abdullah Ali Al-Yahya affirmed solidarity during a call with EAM Dr. S. Jaishankar on May 7.
The Indian lawmakers, who include MPs Nishikant Dubey, Rekha Sharma, S. Phangnon Konyak, Asaduddin Owaisi, Satnam Singh Sandhu, Ghulam Nabi Azad, and former Foreign Secretary Harsh Vardhan Shringla, also interacted with Kuwait’s vibrant Indian diaspora and reaffirmed India’s unified stance against terrorism. Community members echoed support for the government’s firm and proportionate counterterror response.
A Diwaniya-style interaction co-hosted by Reconnaissance Research think tank brought together civil society leaders, former ministers, royal family members, and editorial voices. The conversation highlighted strong Indo-Kuwaiti relations and India’s emerging “New Normal” doctrine of uncompromising response to terror threats.
Today, the delegation will continue meetings with senior Kuwaiti leaders and visit the ongoing India-Kuwait exhibition celebrating 250 years of historical ties between the two nations. This stop is expected to build on India’s growing strategic engagement with the Gulf amid broader anti-terror consensus emerging from its parliamentary diplomacy campaign in New York, Doha, Moscow, and beyond.
