Kanimozhi Delegation Leads Effort in Moscow to Rally Support Against Terrorism

In a significant diplomatic outreach, an All-Party Parliamentary Delegation led by Member of Parliament Kanimozhi Karunanidhi visited Moscow on May 23, 2025, as part of India’s global campaign to build support against terrorism. The visit follows Operation Sindoor—India’s calibrated military and diplomatic response to the April 22 Pahalgam terror attack that killed 26 civilians.

During the visit, the Indian delegation engaged in a series of high-level meetings with members of both houses of the Russian Parliament, senior officials from the Foreign Ministry, and strategic institutions. The talks focused on coordinated efforts to counter terrorism, enhance legislative cooperation, and prevent the financing and sheltering of terrorist groups.

One of the key meetings was with Andrey Denisov, First Deputy Chair of the Committee on International Affairs of the Federation Council. Discussions included legislative convergence on counter-terrorism and India’s post-Sindoor doctrine as a case study of rapid, targeted response. The delegation also met Leonid Slutsky, Chair of the State Duma's International Affairs Committee. Both sides reiterated the need for global action against terrorist sanctuaries, financial pipelines, and propaganda networks.

In the Russian Foreign Ministry, the Indian delegation held detailed talks with Deputy Minister Andrey Rudenko. India reiterated its zero-tolerance stance on terrorism and warned against nuclear blackmail by state sponsors of terror. Russia and India agreed on enhancing intelligence cooperation and standing firm against any attempts to legitimise extremism.

The delegation also interacted with Mikhail Fradkov, former Prime Minister and current head of the Russian Institute for Strategic Studies. Discussions focused on countering radicalisation, online terror recruitment, and joint analytical work to track transnational extremist networks. Both sides agreed on the need for narrative frameworks based on pluralism and international law.

The delegation includes MPs from across the political spectrum — Kanimozhi Karunanidhi (DMK), Rajeev Rai (Samajwadi Party), Brijesh Chowta (BJP), Prem Chand Gupta (RJD), Ashok Kumar Mittal (AAP), and former diplomat Manjeev Singh Puri — symbolizing rare bipartisan unity on national security diplomacy.

The delegation concluded its Moscow leg. Officials stated mutual commitment to intensify Indo-Russian counter-terrorism cooperation, and strengthen strategic alignment in pursuit of global peace and regional stability.
