Shrikant Shinde Leads India’s Anti-Terror Delegation to Congo After UAE

Continuing its global diplomatic campaign after Operation Sindoor, India has expanded its outreach into Central Africa with the arrival of an all-party parliamentary delegation in Kinshasa, Democratic Republic of Congo. The delegation is led by Shiv Sena MP Shrikant Shinde, who recently concluded a similar mission in the United Arab Emirates.

The cross-party team includes Bharatiya Janata Party (BJP) MPs Bansuri Swaraj, Atul Garg, Manan Kumar Mishra, and SS Ahluwalia, along with IUML MP E.T. Mohammed Basheer, Biju Janata Dal MP Sasmit Patra, and former diplomat Sujan Chinoy. The delegation was received in Kinshasa by India’s Ambassador to the DRC, V. Venkataraman, who welcomed them on behalf of the Indian Embassy.

The mission is part of a wider 33-nation diplomatic effort launched by India to expose and counter cross-border terrorism, with each delegation carrying a unified message: India will neither remain silent nor compromise in the face of state-backed extremism. The global outreach campaign has already seen parallel engagements in Japan, Russia, Germany, South Africa and Egypt, and South Korea.

India’s presence in Congo—historically a key partner in South-South cooperation—adds a new regional node to the campaign. The delegation’s visit aims to strengthen India-Africa counterterrorism collaboration and build consensus on international norms to hold terror-sponsoring states accountable. This visit also highlights India's deepening engagement across the African continent, complementing earlier outreach to Ethiopia as part of the same operation.

India’s embassies have actively amplified the campaign. The Indian Embassy in Kinshasa shared on X: “A warm welcome to the All-Party Indian Parliamentary delegation, led by @DrSEShinde, to the DR Congo. Delegation is carrying India's strong message against terrorism to the world!”

The core of India’s message remains consistent: terror and talks cannot go together, and neutrality on terrorism is no longer acceptable. Through Operation Sindoor, India has not only undertaken precise military responses but also launched a coordinated diplomatic initiative across continents, projecting its message through elected lawmakers and former diplomats alike.

As India’s delegations continue reaching new capitals—from Kinshasa to Seoul to Berlin—the nation’s diplomatic offensive is redefining global discourse on terrorism. India is reshaping the world’s expectations on how terrorism must be confronted—legally, politically, and morally.
