India–Guyana Solidarity Deepens as Tharoor Wraps All-Party Delegation in Global Anti-Terror Push

An All-Party Parliamentary Delegation led by Dr. Shashi Tharoor, Member of Parliament and former UN diplomat, concluded a high-impact visit to the Cooperative Republic of Guyana from May 25–27, 2025.

The visit was aimed at restating India's growing global campaign for zero tolerance towards terrorism. The visit received a warm welcome from the Indian diaspora and Friends of India in Guyana, who expressed their solidarity and appreciation for Operation Sindoor — India’s calibrated counter-terror response following the April 22 Pahalgam terror attack.

The delegation began their engagements with a courtesy call on Vice President Dr. Bharrat Jagdeo, who reiterated Guyana’s unequivocal support for India’s stand against terrorism. In a detailed discussion, the Indian side underscored the rationale behind Operation Sindoor and India’s policy shift to a firm and proportional military doctrine. 

That evening, the delegation joined the 59th Independence Day celebrations hosted by the Government of Guyana in Berbice and attended a dinner hosted by Prime Minister Mark Phillips, in the presence of senior ministers including Dr. Frank Anthony, Dr. Ashni Singh, Mr. Zulfikar Mustapha, Mr. Anil Nandlall, and Ms. Susan Rodrigues. The occasion fostered discussions on bilateral ties as well as counter-terror collaboration.

On May 26, the delegation visited the historic Public Building in Georgetown for a wide-ranging exchange with Speaker Manzoor Nadir and lawmakers from the Guyanese National Assembly. The Speaker presented the Speaker’s Chair gifted by India post-independence — a symbolic gesture of enduring friendship. 

The delegation later paid floral tributes at the statue of Mahatma Gandhi in Promenade Gardens, followed by a solemn ceremony at the Indian Indentured Labourers’ Memorial at Monument Gardens. Interaction with medical students of Indian origin underscored India’s strong educational footprint in the Caribbean nation.

The Indian team later briefed Guyanese media, think tanks, business leaders, and civil society at a focused interaction where they articulated the Indian narrative post-Pahalgam attack and India's unwavering stance against Pakistan-sponsored terrorism. The delegation highlighted that the events marked the emergence of a “New Normal” in India’s policy, with no tolerance for terror or its enablers.

The most high-profile engagement came during their call on President Dr. Mohamed Irfaan Ali at the State House, where the Indian delegation briefed him and his team — including Foreign Minister Hugh Todd, Chief of Defence Staff Brig. Omar Khan, and National Security Advisor Capt. Gerry Gouveia. 

President Ali extended Guyana’s full backing to India’s counter-terrorism efforts and reiterated that “there is no place for terrorism and extremism in the civilized world.”

The visit concluded with a community reception at India House, where Dr. Tharoor and fellow MPs met Indian-origin residents, diaspora groups, and cultural leaders. The gathering discussed the significance of India’s new foreign policy assertiveness, and the delegation expressed gratitude for Guyana’s consistent support across international forums.

The Indian parliamentary team’s visit to Guyana reaffirmed the two nations’ longstanding partnership rooted in cultural affinity, democratic values, and now, shared resolve against terrorism. Their next stop on the anti-terror diplomatic campaign was Panama, continuing India’s global outreach under the banner of Operation Sindoor.
