How Indian PM Modi’s Gaya Address Blended Development, Anti-Corruption Law, and National Security into Election Message
Indian Prime Minister Narendra Modi on Friday launched and dedicated projects worth over ₹12,000 crore in Bihar from the historic city of Gaya, while outlining the government’s national priorities on development, corruption reform, and security.

The development package includes power, healthcare, and industrial projects, alongside the inauguration of a hospital and research centre for cancer care in Gaya. He said the projects are expected to generate employment, strengthen industrial capacity, and improve living standards for people in the region.
In his address, Prime Minister Modi announced that more than 16,000 families from Bihar’s Magadh region received new homes under the Pradhan Mantri Awas Yojana.
He stated that over four crore houses have been delivered under the scheme across the country in the last eleven years, including more than 38 lakh in Bihar. In Gaya district alone, over two lakh families have received permanent houses.
Modi said that these houses represent more than just physical infrastructure, as they include electricity, water, gas, and toilet facilities, offering beneficiaries a life of dignity and security. He reiterated that his government remains committed to ensuring housing for every poor citizen in India and that the scheme will continue until this target is met.

Prime Minister Modi also highlighted the launch of the Pradhan Mantri Viksit Bharat Rojgar Yojana, under which new entrants in the private sector will receive ₹15,000 as direct assistance from the Central government.
Private companies that hire youth will also be eligible for financial incentives. Referring to employment within Bihar, he acknowledged the efforts of Chief Minister Nitish Kumar, stating that teacher recruitment in the state had been carried out transparently and that major industrial zones like the one being developed in Dobhi, Gaya, will provide new job opportunities locally.
He added that the Buxar Thermal Power Plant, inaugurated on the same day, along with the upcoming projects in Navinagar and Bhagalpur, will increase the state’s electricity generation capacity and help expand industrial activity.

The Prime Minister also dedicated the Aunta–Simaria bridge section to the public and said it will connect North and South Bihar more efficiently. He said that earlier, heavy vehicles had to detour 150 km via Gandhi Setu to cross the river, which impacted both industry and pilgrimage movement. He said this bridge will help accelerate trade and mobility.
Additionally, he noted that Gaya’s railway station is being modernised under the Amrit Bharat Scheme and already hosts key trains like the Rajdhani Express, Jan Shatabdi, and Vande Bharat services, which now connect the city directly to Delhi, Kanpur, Sasaram, and Prayagraj.

Addressing legal reforms, Prime Minister Modi strongly defended the government’s recent anti-corruption bill, which stipulates that any Prime Minister, Chief Minister, or Minister held in custody for over 30 consecutive days on charges carrying a five-year sentence or more will automatically lose office on the 31st day.
He said the law aims to bring the highest public offices within the ambit of constitutional accountability and questioned how government officials could continue to exercise authority while in jail. He said that while ordinary government employees are suspended if jailed, ministers continue in office without any statutory bar, which the new law seeks to correct.
The bill has already been introduced in Parliament and referred to a Joint Parliamentary Committee. Prime Minister Modi said the law is rooted in the spirit of the Constitution and would cover all ministers, including himself.

In his remarks, the Prime Minister also raised concerns about demographic changes in border districts due to illegal infiltration.
He said this development poses a threat to national unity and job security and announced that the government will soon launch a nationwide Demography Mission to address the issue.
He said infiltrators would be identified and removed from Indian territory and assured citizens that the scheme will safeguard the rights of native residents.
He added that the mission will be carried out in accordance with existing laws and administrative procedures and warned against political parties that he said support infiltrators for vote-bank politics.
Prime Minister Modi also referred to India's security operations following the Pahalgam terror attack, stating that the country’s response under Operation Sindoor had demonstrated a change in India’s defence posture.
He said that cross-border terrorism would be met with firm retaliation and that no hostile action would go unanswered.
He said recent missile deployments have sent a clear message that India’s territorial integrity and civilian security are non-negotiable.

Throughout the speech, the Prime Minister referenced Bihar’s cultural and historical legacy, noting the role of the region in shaping India’s political and spiritual traditions.
He said the people of Bihar have always acted as the nation’s shield during difficult times and that the state will continue to be central to the country’s development journey.
Concluding his address, he urged the people of Bihar to remain vigilant against forces that undermine national security and corruption-free governance.
He reiterated his government’s commitment to infrastructure, employment, and transparency, and thanked the people for their continued trust.
