Modi was sworn in as chief minister of Gujarat on 7 October 2001 and held that office until May 2014, when he became the Indian prime minister. He has held one or other post continuously since.

He began the day with prayers in New Delhi, and later addressed a Seva Jyoti programme at the Indira Gandhi Indoor Stadium. Modi said gratitude was his overriding feeling on the anniversary. "Whoever brought me victory taught me to be humble; whoever made me fall taught me to stand back up again," he said. He said critics had prompted introspection, supporters had shown him the value of trust, and opponents had demonstrated the strength of democracy.

Among the messages was one from Ram Nath Kovind, the former president of India, who described the anniversary as a historic occasion marking 25 years of dedicated public service as head of government. Modi replied that Kovind's observations about changes in the lives of the poor and the marginalised were particularly meaningful to him.

South Korea's president, Lee Jae-myung, posted a message in Korean paying what he called his deepest respect to Modi's dedication, and said the prime minister had worked to improve the lives of Indians since taking office in Gujarat 25 years earlier. Modi, in reply, recalled Lee's visit to India in April, saying it had given fresh momentum to the two countries' Special Strategic Partnership, the formal designation of the India-South Korea relationship.

Belgium's prime minister, Bart De Wever, congratulated Modi on what he called 25 years of continuous leadership in government, from Gujarat to New Delhi. Japan's prime minister, Sanae Takaichi, said Modi had dedicated himself over many years to the development of Indian society and the nation. Nigeria's president, Bola Ahmed Tinubu, noted that 7 October marked 25 years since Modi first assumed office as head of government in 2001. Bhutan's prime minister, Tshering Tobgay, published a tribute praising India's development assistance to his country.

Modi responded to each publicly. To Tinubu he wrote that India and Nigeria were close partners and leading voices of the Global South. To Dominica's prime minister, Roosevelt Skerrit, he wrote that India deeply valued its enduring friendship with the country. To De Wever he said he looked forward to building on the positive momentum in relations. He also thanked the Philippine president, Ferdinand Marcos Jr, and Botswana's president, Duma Boko.
