India–EU Target Year-End Security Pact and Trade Deal in High-Level Delhi Talks
India's Foreign Secretary Vikram Misri held talks in New Delhi with the Political and Security Committee (PSC) of the Council of the European Union. This marked the PSC’s first visit to Asia.
The 30-member delegation, led by Committee Chair Delphine Pronk, included ambassadors of EU member states and senior officials from the European Commission and the European External Action Service (EEAS). Misri was joined by Deputy National Security Adviser Pavan Kapoor, Secretary (West) Sibi George, and other senior Indian officials.

Both parties committed to concluding the India-EU Security and Defence Partnership and the Security of Information Agreement at the earliest. The India-EU Free Trade Agreement also figured prominently in the discussion. Leaders have tasked their negotiating teams with finalising the deal before the end of 2025.

The PSC delegation also met Defence Secretary Rajesh Kumar Singh. They received a briefing at the Information Fusion Centre--Indian Ocean Region (IFC-IOR) and engaged directly with representatives from the Indian defence industry.
In a post following the meeting, Delphine Pronk noted that EU and India are natural partners and emphasised the importance of security cooperation in addressing regional and global challenges.
This visit builds on the diplomatic momentum from the EU College of Commissioners’ visit to India in February 2025. It also reflects a growing convergence between India and the EU on strategic priorities.
Both sides maintain an active dialogue architecture covering defence, maritime security, cyber policy, and counter-terrorism. Discussions have expanded to include joint manufacturing, technology transfer, and industrial collaboration in defence.

While no agreements were signed, the visit signalled clear alignment on key deliverables and timelines. The PSC’s engagement in India is expected to drive forward negotiations and deepen institutional ties.
With shifting global power dynamics, India and the EU appear poised to formalise a broader strategic compact based on shared interests and mutual security goals.
