India–Japan Outline New Decade-Long Strategic Roadmap, Announce 10 Trillion Yen Investment Target
In a joint press statement delivered in Tokyo on August 29, Prime Minister Narendra Modi and Prime Minister Fumio Ishiba of Japan revealed a wide-ranging strategic roadmap for the next decade of bilateral engagement, and set in motion a new phase in the Special Strategic and Global Partnership between the two countries.

The two leaders agreed that strong and vibrant democracies are natural partners in shaping a better world.
During the statement, Prime Minister Modi announced a joint vision focused on key areas such as investment, innovation, economic security, technology, environment, mobility, health, people-to-people ties, and regional cooperation.
He confirmed that Japan has committed to a targeted investment of 10 trillion Yen in India over the next ten years.
Both sides will also enhance efforts to link small and medium enterprises (SMEs) and start-ups, creating a wider base for economic cooperation and industrial innovation. Referring to his earlier remarks at the India–Japan Business Forum, the Prime Minister reiterated his call to Japanese businesses to “Make in India, Make for the World.”
Among the significant initiatives announced was the Joint Credit Mechanism, which Modi described as a “big win for energy,” strengthening the already deep green partnership between the two countries.
This includes the launch of the Sustainable Fuel Initiative and a dedicated Battery Supply Chain Partnership aimed at supporting energy security and decarbonisation efforts.
Another key outcome of the summit was the launch of the Economic Security Cooperation Initiative, designed to enable strategic cooperation in critical sectors including high technology. Both countries committed to advancing Digital Partnership 2.0 and AI-based collaborations, with semiconductors and rare earth minerals placed at the top of the bilateral agenda.

The Prime Minister highlighted that Japan’s technological leadership and India’s skilled talent pool make for a powerful combination.
He noted that while both nations continue work on major joint infrastructure projects such as the high-speed rail corridor, they are also accelerating progress in aviation, ports, and shipbuilding under the Next Generation Mobility Partnership.
A major development in the space sector was also confirmed, with the Indian Space Research Organisation (ISRO) and the Japan Aerospace Exploration Agency (JAXA) signing an agreement for cooperation in the upcoming Chandrayaan-5 mission. Modi said that such participation “symbolises the progress of humanity beyond the boundaries of the Earth.”
Addressing the human resource and cultural dimensions of the partnership, Prime Minister Modi announced that both countries will facilitate the exchange of five lakh individuals across sectors over the next five years.
Under this action plan, fifty thousand skilled Indian professionals will actively contribute to Japan’s economy. In a move to deepen subnational ties, Modi emphasized that the relationship between the two nations would no longer be confined to Delhi and Tokyo.
Future engagement will be expanded through institutional cooperation between Indian states and Japanese prefectures, enabling new opportunities in trade, tourism, education, and cultural exchange.
Reiterating India and Japan’s shared vision for a free, open, peaceful, and rules-based Indo-Pacific, the Prime Minister stated that both countries are aligned on matters of counter-terrorism, cyber security, and maritime cooperation.
The two leaders agreed to deepen bilateral coordination in defence, maritime security, and defence industrial innovation.
Modi concluded by stating that the India–Japan partnership is anchored in mutual trust, aligned with national development priorities, and shaped by common democratic values.
He described the shared dream as one of peace, progress, and prosperity -- not just for the two nations, but for the entire world. The Prime Minister extended a cordial invitation to Prime Minister Ishiba to visit India for the next Annual Summit.
