INSIDE-STORY: How Russia is Training Talent, Redistributing Opportunity & Building Cohesion for Human Capital

Russia is aligning its future through a high-stakes overhaul of education and domestic tourism, with clear signals from the top that says prioritize science, scale infrastructure, expand access, and anchor development in the regions. 

A marked shift in Russia's education and tourism landscape has emerged from top officials briefings to President Vladimir Putin on a series of key developments. The most notable trend: students are turning decisively toward science, engineering, and skilled trades, reversing years of preference for humanities.

The shift is deliberate. Student preferences are tilting sharply toward natural sciences and engineering. According to latest dispatches shared with Russian President Vladimir Putin, it has emerged that Physics alone saw a 10 percent increase in applicants this year—9,000 more students than in 2024. Advanced mathematics drew over 300,000 students, up from 280,000 last year.

The number of college applications is up by 200,000, with technical and vocational tracks seeing fierce demand—up to 40 applicants per spot in some specialties. These are not soft career moves. Many of these institutions are embedded directly into the defense-industrial complex.

The numbers are backed by hardware. More than 1,600 new schools have been built, creating over one million new seats—well above target. School renovations have been accelerated to 1.5 times the planned pace. 

Over 4,000 schools have been upgraded so far. Kindergarten access is nearing full saturation at 99 percent, with expansion efforts focused on high-growth areas like Krasnodar. One hundred new kindergartens are being built to absorb shifting demographics. It’s a full-spectrum buildout.

Higher education is also being pushed into new territory. A record 619,000 free university seats are available this year, 73 percent of them reserved for regional universities to decentralize academic opportunity. Nearly five million applications have already been submitted. 

Seventy-five percent of those were done via the “Enroll in a University Online” platform—up from 44 percent in 2024. This marks a significant leap in digital public services, with a real impact on regional enrollment.

At the elite level, Russia is piloting a redesigned model of higher education. Six universities are testing restructured, engineering-heavy programs with deeper academic foundations, longer internships, and direct links to employers. 

Over 12,000 students are already enrolled. Early signs show high engagement from both students and industry. The model is expected to expand, potentially overhauling the broader system within a few years.

Tourism, too, is being weaponized for development. Domestic travel is set to hit 98 million trips this year, up from 90 million in 2024. The target is 140 million by 2030. Over 2 trillion rubles in investments are backing 415 hotel and resort projects, with 80,000 new rooms under development. The surge is not just coastal. 

Siberia has recorded a 14 percent year-on-year growth in tourism, compared to 6 percent nationally. The state is watching logistics and pricing closely. A 20 percent cap on seasonal price hikes is being enforced through monitoring teams and regulators.

Education and tourism are also being fused. Student and scientific tourism programs now repurpose university dormitories during the summer to host young people from across regions. Students tour industrial hubs, participate in training, and engage in civic programs. It’s part infrastructure optimization, part social engineering.

This is a systemic rewiring of how Russia trains talent, redistributes opportunity, and builds cohesion. The emphasis on STEM, regional growth, and internal mobility is a national strategy with long-term implications for labour, innovation, and identity. The state is aligning its people to a direction that meets its intended outcomes by achieving national objectives.
