China Pushes for Global AI Governance Body; Premier Li Qiang Calls for Multilateral Rules at World AI Conference 2025
At the 2025 World AI Conference and High-Level Meeting on Global AI Governance in Shanghai, Chinese Premier Li Qiang called for the formation of a globally accepted framework to govern artificial intelligence, urging the international community to treat AI governance as a shared global responsibility.

In his keynote address, Premier Li stressed that AI’s exponential growth, from large language models to embodied AI, is reshaping economies and everyday life—but also triggering new risks that demand urgent multilateral coordination.
He emphasized that regardless of how intelligent AI becomes, it must remain subordinate to human oversight and serve as a public good for global benefit.
The Chinese government, Li announced, is proposing the creation of a global AI cooperation body, envisioning a multilateral platform to guide AI development with transparency, inclusivity, and balance between innovation and security.
China, he added, stands ready to share its technological expertise and open-source tools, especially to assist Global South nations in building AI capacity.
Local Chinese media reported that over 1,000 representatives from governments, industries, and academia attended the conference’s opening, where a detailed action plan for global AI governance was released.
The blueprint includes guidelines for ethical development, equitable access, and technical collaboration.
Li’s remarks underscored China's growing positioning as a central actor in the future of AI diplomacy, as he invited international partners to collaborate in joint technical research, open innovation, and inclusive regulatory strategies.
He warned that the global race for AI advancement must not come at the cost of stability or shared benefit.
“There must be a collective resolve,” Li said, “to ensure AI helps humanity, not divides it.”
