In a strongly worded statement, Canadian representative Mark Carney condemned what he described as Israel’s failure to prevent the unfolding humanitarian disaster in the Gaza Strip.
He said Israel must no longer control aid access and distribution, and called instead for international humanitarian organizations to take over the delivery of relief to civilians, including food and medical supplies funded by Canada that remains undelivered.
Carney stated that the continued blockade of humanitarian assistance violates international law, and that Canada expects all parties to engage in ceasefire negotiations in good faith.
He reiterated Ottawa’s position that Hamas must release all hostages immediately and called on Israel to respect the territorial boundaries of Gaza and the West Bank.
Canada reaffirmed its support for the establishment of a Palestinian state as part of a two-state solution and confirmed that its Foreign Minister will participate in the upcoming UN High-Level Conference on a Two-State Solution in New York.
The Canadian announcement comes just days after French President Emmanuel Macron confirmed in a letter to Palestinian Authority President Mahmoud Abbas that France will officially recognize the State of Palestine at the UN General Assembly in September.
Macron cited renewed commitments by the Palestinian Authority to reform, hold elections, and disarm Hamas.
He also expressed strong condemnation of the October 2023 Hamas attacks on Israel, and reaffirmed France’s position that long-term peace depends on mutual recognition and international law.
UK Prime Minister Keir Starmer has also added pressure, calling the situation in Gaza “unspeakable and indefensible.”
He urged the Israeli government to allow urgent humanitarian aid to enter Gaza, and affirmed that Palestinian statehood is an inalienable right. Starmer said the United Kingdom supports a two-state outcome that guarantees security and dignity for both Israelis and Palestinians, and confirmed that the UK is coordinating with European and regional partners to push forward a lasting political resolution.
Together, the declarations from Canada, France, and the UK signal a coordinated and public shift in Western diplomacy, as major G7 democracies begin to align on humanitarian access, legal accountability, and the political contours of a future Palestinian state.
The statements have been widely reported across international media outlets, including BBC News, Reuters, and Agence France-Presse, reflecting growing concern within Western capitals over the humanitarian cost of the ongoing Israeli military campaign and the political impasse surrounding Palestinian statehood.
