Putin Orders Review of Rules for Foreign Business Return to Russia
Russian President Vladimir Putin has directed the government to examine proposals from domestic business groups regarding conditions for the return of foreign companies to Russia, TASS News Agency reported on Wednesday.
The instruction follows Putin’s recent meeting with members of the Delovaya Rossiya (Business Russia) Association in May.

According to the directive, the government must evaluate recommendations from leading business associations on establishing procedures for approving transactions that would allow individuals or entities from "unfriendly" foreign states to regain control over real estate, corporate shares, or management rights tied to business activities within Russia.
The review will cover transactions involving ownership, possession, or operational use of assets for entrepreneurial purposes, including both direct and indirect control over business entities.
The deadline for submitting the government’s report on the matter has been set for July 1, 2025.
